The project started from August 21, 2007 to August 20, 2008, lasting for 12 months in total. In the part of the permission certificates, this project totally examined 100 applications – 9 are rejected and 75 are issued permission certificates, including 8 installation certificates and 67 operation certificates. In 2006, the average days to get permission certificates are 28 days. This project aimed to shorten the day to 14.3 days and to enhance the efficiency to 49%. In addition, this project has accomplished 188 permission examination, the accomplishment ratio is 109%, the checking ratio is 90.5%. 35 manufacturing processes dose not reach the standard, accounting for 18.6%. In terms of testing, this project focused on the factories which have large quantity of air pollutants, or ask for air pollution control fees, or are petitioned. This projects reach 10 emissions pipes inspection, 2 emission pipes of Dioxin inspection, 10 detections of public or private premise`s machines and the use of liquid fuel in tools, 10 samples of the sulfur content. Besides, 10 samples of the organoleptic test, 5 samples of the indoor air quality test, 36 emissions pipes of regular on-site inspections, and 42 regular examination reports and file-establishment. For RATA, CGA, flue HCl, heavy metals and NMHCs testing 2 emissions pipes. The “Air to Liquid Volume Ratio” Vapor Recovery Test Procedure was performed on 74 gas stations. The random testing ratio is 50.22% of the total dispensing nozzles, however; only 96.8% among them are passed A/L requirements specified in the applicable rules. Compared to the 2006 statistics, the ratio is 5% upgraded. One consultation session about gas station for volatile organic compounds reduction was held. This project checked the air pollution control fees of VOCs and confirmed the quantity of air pollutants of 35 public or private premises. 51 public or private premises were inspected the air pollution control fees of VOCs on-site and pushed to pay air pollution control fees of VOCs. The amount of successful repayment fee of air pollution control was 60,337 dollars. This project was also completed 890 cases of air pollution control fees in establishing the files, examination, on-site inspection, and account double-checking. There were 777 marked factories among the inspecting 670 public or private factories in Tainan City, and estimated that the individual pollutants total emissions were particulate pollutants: 98.111 tons, sulfur oxides: 94.447 tons, nitrogen oxides: 370.533 tons, volatile organic compounds: 923.38 tons, and carbon monoxide: 9.599 tons. This project inspected 670 public or private premises, and the ratio of inspection was 86.2%. There were also inspected 140 public or private premises of every kind of professions corresponded with the level of laws and regulations, and there were 3 public or private premises failure, and the ratio of failure was 2.1%. The inspection had found a total of 100 outdoor burning, and all of cases were extinguished instantly, and the reduction of pollutants were total suspended particulates: 0.6873 tons, sulfur oxides: 0.0064 tons, nitrogen oxides: 0.1721 tons, carbon monoxide: 5.6889 tons, and non-methane hydrocarbons: 0.8305 tons. In 2007, the completion rate of penalties which completed improvements was 97% in Tainan City. The completion rate promoted 17.5% than 2006.Checking 35 uncovered surface, and the green coverage reached to 3.2756 hectares. There were reduced about 168 tons of suspended particulates. This project completed 521 restaurants inspected on-site, and 50 restaurants guided to improve their air pollution control facilities, and built 1,254 restaurants information. This project also inspected 30 soil and gravel field plants. In 2008, the project through negotiated to add 6 enterprises to adopt 2 kilometers of road. The reduction of pollutants were TSP: 8.78 tons per year, and PM10: 1.65 tons per year. This project completed renew the database of 450 stationary pollution sources, and expanded of new listed 30 stationary pollution sources. In addition, this project also contained CEMS software updates, confirmation of monthly-examination reports, relevant 6 propagandas, and 15 published environmental protection news.
